Giulia di Carlo worked in a reception centre in Palermo and describes from her perspective the situation for refugees in the city.

“Palermo é una cittá bellisima, ma anche molto dolorosa. Vive tante problematiche di vulnerabilitá, la vulnerabilitá che tanti migranti vivono, e una vulneralibilitá che molte persone locali le  vivono ugualmente, come il lavoro, la casa, la disugualianza. Ci sono molti quartieri come il Ballarò, dove tutti gli abitanti vivono delle problematiche – per i migranti ancora piú gravante perche hanno delle questioni ammistrative e legali molto complicati e a volte hyperdiscriminanti.

I centri fuori cittá sono molto difficili, i ragazzi vivono molto isolati. Nei centri di prima accoglienza (CAS) qui a Palermo si diventa una piccola famiglia, dove i ragazzi vengono accompagnati per il percorso verso l´autonomia – nella societá a Palermo.

Una delle cose piu importanti é che alcuni minorenni che sono diventati adulti hanno creato delle associazioni – Niofar da un gruppo senegalese o anche Giocherenda – questo mi ha permesso di vedere come é possibile effettivamente quando ci sono le possibilitá che le ragazze e ragazzi possono sviluppare le loro competenze quando possono andare un percorso sostenibile e di autonomia per il loro futuro.

Palermo é una cittá difficile, meravigliosa, piena di speranza in questo momento e famosa sul livello internationale per essere la cittá di accoglienza, pero – dietro questa facciat, che non é solo una facciata – qui non si vivono le stesse problematiche come in tante cittá del Nord d´italia e europee. Ma a causa del clima politico anche qui a Palermo le cose stanno cambiando, malgrado che ci sono ancora delle possibilitá buone, ma dobbiamo continuare a lottare per la difesa die diritti che sono anche nostri, i diritti per tutti. Abbiamo tutti quanti il diritto di vivere in una societá dove la diversitá é un valore,

Accoglienza é fatto purtroppo non soltanto di buone pratiche ma anche di grandi difficultá.

Abbiamo un sindaco che fortunamente attraverso un discorso molto articolato e buono, ci permetto ancora di ottenere qui a Palermo dei risultati positivi, ma non dobbiamo dimenticare che dobbiamo continuare a lottare ed ad essere vigili per la difesa die diritti che valgono per tutti. É bello vivere in una cittá dove la diversitá non é un problema ma la nostra etica, il nostro spirito e la nostra filosofia.

Dovuto al nuovo decreto di sicurezza stiamo vivendo un sacco di difficultá. Io per esempio come lavoratrice sociale e mediatrice sono stata licenziata, come altre mediatrici, psicologi, avvocati  e lavoratori sociali a causa del nuovo decreto.”

“Palermo is a beautiful city, but also very painful. It has many problems of vulnerability, the vulnerability that so many migrants and many local people experience equally: A vulnerability such as work, housing, inequality. There are many neighborhoods like Ballarò, where all the inhabitants live with problems – for the migrants it is even more burdensome because they have very complicated and sometimes hyperdiscriminating administrative and legal issues.

The centres outside the city are very difficult, the children live very isolated. In the first reception centres (CAS) here in Palermo you become a small family, where the children are accompanied on their way to autonomy – in the society in Palermo.

One of the most important things is that some minors who have become adults have created associations – Niofar from a Senegalese group or even Giocherenda – this has allowed me to see how it is actually possible when there are possibilities that the girls and boys can develop their skills when they can go on a sustainable and autonomous path for their future.

Palermo is a difficult, wonderful city, full of hope at the moment and famous on an international level for being the welcoming city, but – behind this facade, which is not only a facade – here you do not experience the same problems as in many cities of Northern Italy and Europe. But because of the political climate here in Palermo things are changing, despite the fact that there are still good possibilities, but we must continue to fight for the defense of rights that are also ours, the rights for all. We all have the right to live in a society where diversity is a value,

Unfortunately, the welcome is made up not only of good practices but also of great difficulties.

We have a mayor who, fortunately, through a very articulate and good speech, still allows us to obtain positive results here in Palermo, but we must not forget that we must continue to fight and be vigilant for the defense of rights that apply to all. It is nice to live in a city where diversity is not a problem but our ethics, our spirit and our philosophy.

Due to the new security decree we are experiencing a lot of difficulties. I, for example, as a social worker and mediator, was fired, like other mediators, psychologists, lawyers and social workers because of the new decree”.
